クルーズ船日本版ライドシェア開始

ついに、イベント対応型日本版ライドシェアの開始

　４月４日の午後１時、静岡県静岡市の清水港に着岸した大型クルーズ船ダイヤモンド・プリンセス号を皮切りに、タクシー事業者によるイベント対応型の日本版ライドシェアの運行が開始された。
　私が代表理事を務める一般社団法人静岡ＴａａＳでは、一昨年の10月から静岡県タクシー協会清水支部と連携して、クルーズ船着岸時のインバウンド客にタクシーのチャーター手配を行ってきたが、時に需要が集中して、インバウンド客を長時間待たせる事態が発生した一方で、地域の住民にも、タクシーの長時間貸切によってタクシーが一時的に不足し、迷惑をかける状況が発生した。
　そうした問題に対応するため、静岡市には日本版ライドシェア運行に向けた要請書の発出をお願いしていたが、３月中旬に静岡運輸支局から市内タクシー会社に対してクルーズ船寄港時における一時的な交通空白を埋めるイベント対応型の日本版ライドシェアが許可された。
　不足台数として17台の枠で許可されているものの、本欄の執筆時点（４月20日）では、タクシー会社による日本版ライドシェアの供給台数は１社２台のみだ。しかし、今後は急速な拡大が見込まれる。

報道機関からの注目

　清水港での日本版ライドシェアの開始当日は、特に出発式なども無く、通常のチャーター手配としてスタートしたものの、全国的にも珍しい、大型クルーズ船へのイベント対応型日本版ライドシェアという話題性からか、日本経済新聞、読売新聞、静岡新聞の新聞各社、さらにテレビ静岡や静岡朝日テレビなどの地元テレビ局の取材があり、静岡ＴａａＳや、日本版ライドシェアの運行会社である駿河交通のライドシェア運転者も取材の応対に追われることになった。
　当日は、日本版ライドシェアの許可から間もないこともあり、１台の自家用車とその運転者しか準備が出来ておらず、報道機関への対応も不十分ではあったが、その後、その日の取材が逐次、報道、放映される中で、大きな反響を呼ぶことになった。

日本版ライドシェアへの認識不足

　今回の取材対応とその後の報道のされ方を見ていると、「日本版ライドシェア」と、いわゆる「海外型ライドシェア」の違いに関する認識不足を強く感じた。そして、このことはタクシー事業者やタクシー乗務員の中にもあると思われる。
　報道の中には、「静岡ＴａａＳがライドシェアを始めた！」という誤ったものがあったり、テレビの解説者が、一般ライドシェアをもっと普及させるべきだと主張したり、今回のイベント対応型の「日本版ライドシェア」の意義を理解していない報道もあったりもした。一方で、静岡新聞の記事はかなり丁寧な取材を重ねてくれて、正確な報道になっていた。
　しかしながら、今回の一連の報道の結果は、如何にＳＮＳの時代とは言え、新聞やテレビによる報道の社会的な影響力の強さを感じるものとなった。
　それは、各社の報道以降、日本版ライドシェアのドライバーに関する問い合わせが非常に増え、特に、海外において英語や他の言語で活動していた経験のある人が静岡に戻り、その語学力を活かしての副業、或いは社会の役に立ちたいという希望が静岡ＴａａＳに多く寄せられたからだ。もちろん、静岡ＴａａＳはタクシー事業者ではないし、こうした人たちを雇用することも出来ないので、関係するタクシー会社の担当スタッフに対応してもらっている状況だ。

職業紹介業の資格取得

　これまでの経緯上、こうした問い合わせは静岡ＴａａＳに寄せられることが多い。特に、インバンド客向けの「日本版ライドシェア・ドライバー」ということでは、英語あるいは多国語の人材という事もあって、静岡ＴａａＳとの業務上の接点も多く、このため今年１月に設立し、４月８日付で第２種旅行業の資格を取得した株式会社静岡ＴａａＳトラベルにおいて有料職業紹介業の許可を取得する予定で、積極的にタクシー事業者に向けて「日本版ライドシェア・ドライバー」の就業斡旋をしていくことにしたい。
　また、「日本版ライドシェア・ドライバー」だけでなく、一般社団法人静岡ＴａａＳが設立当初から目指していた、副業タクシードライバー（サブジョブ・ドライバー）の斡旋にもチャレンジしたい。現在のタクシー不足は、車両の不足ではなく、乗務員不足であり、日本版ライドシェア・ドライバーもサブジョブ・ドライバーも、その解決手段でもある。この面でも、タクシー業界のお役に立って行きたいと思う。

クルーズ船向け日本版ライドシェアの運用上の課題

　４月４日から始めた清水港での大型クルーズ船向け日本版ライドシェアの配車が、本日（４月20日）で８日目となる。
　その運用の中で、いくつかの課題が明らかになって来ている。一つ目は、どのように日本版ライドシェア車両に配車するかである。
　当初は、待機順に配車されるタクシー車両とは別に、ライドシェア車両には待機してもらい、タクシーが無くなったら配車するという運用としてみたが、この運用方法だと、船の種類や大きさ、天候、停泊時間などの状況によって終日、仕事が発生しない可能性があり、それでは日本版ライドシェア・ドライバーの成り手がいなくなってしまう。そこで、タクシー協会清水支部とも折衝して、通常タクシーと同じように順番にライドシェア車両も並び、その中で貸切の配車を受ける形に変更することにした。但し、この場合、たまたま順番でワンウエイのメーター運賃での利用者になった場合には、乗車させることが出来ず、現時点では、次の車両にスキップをすることになっている。ワンウエイの利用でも事前確定運賃を適用して、日本版ライドシェアで運行することが出来るのか、どうかを検討することにした。
　また、二つ目の課題としては、日本版ライドシェアの運賃は、現行タクシー運賃と同じものがそのまま適用されることになっているが、その際に、何故か普通車、特大車の区分が適用されず、車種を問わずに普通車の運賃が適用されることになっている。
　例えば、トヨタ・アルファードやジャンボタクシーなどの運賃には特大車としてより高いものが設定されているが、一方で、日本版ライドシェアのドライバーが使用する自家用車が例えアルファードだとしても、普通車の運賃が適用されるので、結果として同じ車種における二重運賃となり、利用者はその場合、日本版ライドシェアの車両を優先的に選択する可能性があり、タクシー車両側に不利に働くとの指摘があった。
　日本版ライドシェアの運賃には、タクシーと同じものが適用されるという趣旨からすると、やはり同じように車種（乗車定員等）による運賃の差も反映すべきだと思う。
以上の２点の運用上の課題は、静岡運輸支局の担当者にも相談し、検討して頂くことになっている。
　このように、大型クルーズ船に対するイベント対応型日本版ライドシェアを、貸切でのチャーターで運用するという初めての試みをしたことによって、新たな課題も判明して来る。こうした課題を一つ一つ、地元のタクシー協会、乗務員、行政との相談、連携の上に解決して行くことが、日本版ライドシェアの普及、そして拡大となり、利用者利便の向上と交通空白の解消に繋がるのではないか、と思う。
